Tampa Sister Cities Celebrates French-American Cultural Exchange at Tampa Bay Downs

TAMPA, Fla. — Tampa Sister Cities hosted a special Tampa–Le Havre cultural exchange event at the historic Tampa Bay Downs, bringing together community leaders, international guests, and supporters of global friendship for an afternoon celebrating French culture, horsemanship, and history.

The event featured a presentation by Arnaud Delacour, an internationally respected French Thoroughbred trainer whose career bridges the traditions of French horsemanship and elite American racing. Delacour shared insights from his distinguished career and discussed the deep connections between European and American Thoroughbred racing.

Guests enjoyed the afternoon’s races from a private VIP box while sampling an array of French desserts prepared by Chef Emmanuel Roux, a Tunisian-born French chef and urban agriculture advocate known for combining traditional French culinary techniques with a passion for sustainable food systems.

A highlight of the event was a surprise presentation from the creative team behind the theatrical production “Women of the Resistance.” The production tells the stories of courageous heroines whose actions helped defeat the Nazis during World War II. The presentation offered attendees a glimpse into the powerful historical inspiration behind the production and underscored the importance of preserving these stories of bravery and sacrifice.

“As Sister Cities programs are designed to foster cultural understanding and international friendship, events like this bring people together through shared history, culture, and dialogue,” said Alfred Goldberg, President of Tampa Sister Cities. “The stories we heard and the connections we made reflect the spirit of cooperation that our Sister City relationships represent.”

In conjunction with the event, Tampa Sister Cities will organize a group visit on March 26 to attend a performance of Women of the Resistance, providing community members the opportunity to experience the powerful production firsthand.

The event highlighted the strong cultural ties between Tampa and France and demonstrated how the Sister Cities program continues to promote global engagement through educational, cultural, and community-based initiatives.
